     Established in October 10, 2002 by Mayor Feliciano Belmonte of Quezon City with the support of the Division of City Schools, Quezon City headed by Dr. Victoria Q. Fuentes, Schools Division Superintendent as a free vocational school,to provide the unemployed and underemployed adults and out-of-school youth of the city with appropriate vocational/technical skills to enable them to become productive citizens either as employees or entrepreneurs.The Center started its livelihood skills training program with five courses in 2002 with the trainees coming from the surrounding barangay of Tatalon. 110 students the first batch of graduates.Today, SB Negotech Center is able to offer 17 courses
